Milliken was born on 5 April 1822 at Paducah, McCracken County, Kentucky.1,2 He was the son of William Milliken and Nancy Ramsey.1 He married Lucy Pierce on 5 December 1872 at Johnson County, Texas.3 He died on 20 April 1894 at Pleasant Point, Johnson County, Texas, at age 72.1,4 He was buried after 20 April 1894 at Burleson, Johnson County, Texas.4
